This will do nothing to help the punisher, its still going to be utter garbage.
The rifter will be a bit better... Could you also make it possible to fit arties on T1 frigates? The fitting differential between small arties and small AC's is batshit insane.
One big flaw with both these ships is that utility highs are about as useful as half a extra midslot/lowslot.. so they effectively have less slots than the ones that don't have ****** utility highs.

Also yes neuting that guy you're keeping at 7.5km works great.

People really need to get it into their heads that saying bad things about a game should not be discouraged if its constructive.

The easiest way to fix the punisher would be a third mid.
A more interesting solution would be another low.. Utility highs on frigates are utterly useless.

Yes, a nos in a utility high might save you in extreme niche cases that never actually happen.
For all intents and purposes however they are wasted slots that offer maybe 20% of the value that normal slots offer.

Its not like it has a lot of dps.. Especially not applied dps.

I don't even know what that fit's supposed to do. Also, that rof bonus on the breacher is gonna eat into precious overheat time. Not sure the breacher needs the buff. It's hands down the most deadly t1 frig. I stopped flying it because I got bored of winning all the time, if you can believe that.
ROF bonuses on rockets also generally means that you run out of ammo about 70% through a long fight <.<
